It isn't even the same concept because the way it is used is different. It's a revenge bar. Building meter has other uses like ex moves and in some games can be used for pushing people back and other things.

Ultra does none of this, the concept isn't the same and as you said the execution surely isn't the same. Just because a bar builds when you get hit does not mean the concept is the same.

Also, wouldn't even be so bad if it were a Samurai Shodown 'use it or lose it' type scenario where if you can't catch someone with the Ultra in a short period of time you lose the shit but in SF you keep it the whole round and it gets stronger the more you focus out of shit or get hit.

I have never even paid attention because only scrubs get hit, but does absorbing shit with a focus attack at least fill the revenge meter? That is probably the closest you could get to justifying it's existence.
