Good for enfeebs, though enfeebling+hq macc earring beats it, and enfeeb+nq ties it. Also good for low macc nukes, especially if you don't have novio.

Off any mob in Abyssea - La Theine from a gold pyxis. Augment base items are zonewide, not per mob family.
