The same scenario from the OP happened to me. I was behind someone they started to go I started to go too they slammed on their brakes and I rear ended them lightly. Fortunately for me they didn't try to claim injury after. I took full responsibility for the accident and insurance took care of them as well as my truck.
There is a big difference between taking responsibility for anything caused by the actual accident and having to deal with insurance fraud against you where someone is claiming to be more hurt then they actually were.
I don't think the OP ever claimed it wasn't his fault or that he didn't want insurance to take care of the damage or whatever (if he did than that was a douchy thing to say) but the real shitty part of it is claiming neck injury on a 3 mph rolling rear end.
The people are clearly looking to make a quick buck off the OP's insurance company.
There's a really, really simple solution to this problem of getting screwed when you rear end people:
Don't be a foot away from people's ass.

Just lost sympathy points right there. Repair shops are a business like any other, do you think they should only bill you for the cost of the item? Doing a decent repair on something that you might consider simple fix typically takes a lot more time and effort than you would imagine.
And then Insurance...you do realize they will be defending and paying your claims if this goes anywhere, right? Even doing the leg work to decide if this is frivolous claim or not costs money. But lets say a bodily injury claim does arise (on top of the property damage), are you really wanting to pay whatever obscene amount they sue you for out of pocket? Be sure to include court fees, loss of use on the car, rentals, mental anguish, etc.. These people sound like scam artists, so I'm sure they would throw the book at you.
Anyway, I'm sure you're just frustrated, but that's not a good enough reason to bitch about the ones who are going to cover your ass.
I realize I messed up, I realize I could be getting reamed worse by insurance. They could have quoted an even higher price, I just thought personally $500 bucks for each part alone is crazy. Yes I'm even more careful now.
It's just all a PITA because I've had a clean driving record for the past 5~ years since my teen fuck ups, and this is gonna kick me in the ass when I try to get insurance on a car soon (I don't have a personal car now)
This happened to my friend a few weeks ago. She bumped into a car, the woman didn't file a police report or anything. Then the next day my friend's insurance company says the lady filed a claim for injury. The claim ended up being not awarded, since if there was an reasonable injury the woman would have gone to the hospital or had a police report filed. My friend's insurance rates won't go up because of this.
Personally, I'm pissed off that the OP didn't use the accident as a lesson to change his driving habits.

Yes, because when you're stopping behind someone, you should leave about 15 feet of space between your bumper and their's. When I'm stopped behind someone and their brake lights turn off, I also let go of the brake. Should we all just wait until there's an entire car length in the space ahead of us before pulling up?

Not sure if you have ever driven before Plow but when you are at a complete stop and you simply lift your foot off the brake without putting your foot on the gas your car doesn't suddenly explode away at 30 mph.
I really, really, really don't like agreeing with Plow, but I have to or risk being a hypocrite. MA is a no fault state when it comes to rear-ending so when I'm in the right lane on the highway (tired, distracted, lazy, etc) and somebody tailgates the fuck out of me with 2 open lanes to pass me in I frequently will drop 2 gears without any brake lights and send them swerving half off of the road.
I never do it without cause, as it is dangerous, but when people tailgate because they're too lazy to pass it makes me rage a la Looney Tunes.
Happened tonight with a truck behind me while I was just relaxing. Had fog lights with more intensity than my high beams and was sitting right on my ass blinding the fuck out of me. Gave them a bit of a warning by just taking my foot off of the gas and decelerating slowly - didn't get the message - hard downshift -> swerve.
Not saying Sean was intentionally being a cock like some people, but being that close to another car is asking for trouble even if you have quick reflexes. Shit happens and different states handle it different ways in terms of legality. (I'm fairly certain, and Mcgarrel can confirm or deny since he's a MA cop, that I can jam on my brakes for no reason whatsoever in the middle of an open highway and if you rear end me you're going to be told that it's your fault for not being far enough away to react accordingly.)
Also, teach yourself to drive a manual transmission and you'll never roll into anyone ever again.
First time you're stopped on a hill while learning and a person is creeping right up your ass making you too afraid to take your foot off of the brake - you'll look at shit a bit differently. Happened a lot when I was 16. Terrified me and I would often have to build up revs with handbrake up and drop it once the car in front of me was far and clear off.
Yeah learning to drive stick definitely teaches you a thing or two about giving people enough space. Shit sucks when you are first learning and someone pulls right up on your ass.
Edit: I just want to make it clear that I am NOT defending tailgating someone. I think defensive driving is important and being so close to someone is stupid. I don't however think that makes it ok for someone to have to deal with scamming insurance fraud assholes. I think that is a far worse offense than tailgating.
I think it makes you more conscientious too. First time you stall after rolling into a 4-way intersection and have a panic attack you'll look at driving with a bit more patience I think.
Obviously there are limits (Monday I was stopped at an off ramp with no traffic coming from either way with a Hyundai wagon in front of me. Waited 20 seconds of no traffic, beeped, woman stared in rear view mirror and laughed and proceeded to sit stationary blocking the ramp. Threw it in reverse and went over the grass and pulled out in front of her.) Some people really are just fucking stupid, but driving stick makes you more likely to give them a small benefit of the doubt I think.
Learning to ride a motorcycle is probably the best way to really learn to respect the road and respect everyone else. People get lazy in cars, automatics no less as you mentioned. When you ride you take NOTHING for granted because at some point everyone gets hurt one way or another. The more you learn to respect the road though the less likely you are to seriously get hurt. Kinda wish everyone would have to learn to drive manual, and learn to ride.
When you're going 3 miles an hour, it's hardly "tailgating". Comparisions to being on a freeway with someone on your ass and being at a stoplight with someone "on your ass" are ridiculous.

Caiti was driving the other day (Tuesday? I dunno) coming from from CVS and the main road back turns onto a residential street that is arrow straight and seems to want you to go 40-50mph on it, despite the speed limit being 30. So she was driving ~35ish and noticed a cop a ways ahead in a parking lot just relaxing and dropped it to 30. The truck (it's always trucks isn't it?) behind her proceeded to get right up on her bumper and turn his lights on and shit in broad daylight.
She didn't give in, stuck it at 30 right past the cop with the guy right on her ass and bam! Cop pulled out behind the truck and pulled him over. Not something you see every day but it made me feel glorious to hear that story. Never hear shit about cops pulling people over that does anything except piss me off / worry me. Was a nice change.
