Reformatting a few laptops to Chinese

I am reformatting my mom and aunts laptops, but I want absolutely everything in chinese. How would I do this?

Install Ultimate version of Windows Vista or 7 and install the language pack or buy a Chinese copy.

You can also flash the bios as well, this would only be useful if they didn't have good english and you wanted to be able to give tech support over the phone. Personally I wouldn't bother just because there is always the chance of it going wrong.
