Sorry, but yes, it is true o.o Any company that says otherwise is flat out lying about it.
To be more specific, if they want to add a character, say Dante, to SF x Tekken, his framework will have to be on the disc. They can edit and make changes to frame data, costume, ultras, etc at a later date, but he must exist on the disc. You cannot just add a new character a year later to a game if they are not present on the disc, for any game.
You also cannot just add new levels / enemies to games like Mass Effect a year later unless it was planned before release. If you believe otherwise, boy, have they fooled you. (Well enemies in that game they could just take every model in the game and change the costume, lol)
This is the main reason many people believe games on Ps4 will be entirely download / digital only. Companies can create more $ post release and save money on the production end.
What are the limits of that analysis, Welt? Are you saying that its only character data that cannot be made at a later date, or is it also things like map data? Companies that release map packs, for example: were those maps initially contained within the game, and simply released later? Does this only apply to console games, or are PC games also bound by the same rules?
Map packs such as in Halo are easy because the game either has a front or back end map editor and objects (squares/circles/etc) that are editable. Devs would have access to more than a user in terms of editting colors/sizes/etc. They likely have thousands of building layouts loaded onto the disc for later editting or use buildings in other levels and adjust/add them to new maps. COD is an example of this.

Doesnt this kind of collide with the statement from capcom that future updates/content/charactars will be added via DLC? Does this mean if they have 20 DLC Characters and cody guy christie leo akuma ogre are 6 of them. that the other 14 are still on the disc and were planned long time before?
and how does this pan out with AE Version updated. I didnt get AE disc, I just updated from SSFIV to AE version via DLC. I dont think Yun, Yang E.Ryu and Oni were allready on the SSFIV disc oO (or were they?)
