To the best that I can make out, he's saying that liquor store clerks spend over 6 hours a day checking driver's licenses. If we were to abolish the awful time-wasting driver's license check, we could save those liquor stores $42 a day, which would translate to cheaper booze for everyone.

I don't know about you guys, but I find it hard NOT to back a politician who wants cheaper booze. I mean, at least if he turns out to be a total fuckwad who ruins your life personally, you'll spend less at the bar drowning your sorrows. That's a depth of strategy virtually unheard-of in politics.
