Not really. Whether or not motion blur is a common approach to smoothing out low framerates is besides the point. They're using it to mitigate the fps cap. If they've already implemented a 'fix' that gives us an indication that they won't raise the cap. My reasoning for this is that raising the cap to 60 would've yielded similar results for capable gpus.
The current way they're doing things shows they've made a conscious decision to optimize rendering in favour of the minimum required specifications.
I'm sorry, but it is also what motion blur is used for.
Without realistic motion blurring, video games and computer animations do not look as fluid as film, even with the same frame rate. When a fast moving object is present on two consecutive frames, a gap between the images on the two frames contributes to a noticeable separation of the object and its afterimage in the eye. Motion blurring mitigates this effect, since it tends to reduce the image gap when the two frames are strung together The effect of motion blurring is essentially superimposing multiple images of the fast-moving object on a single frame. Motion blurring makes the motion more fluid to the human eye, even as the image of the object becomes blurry on each individual frame.
They really need to remove the 30fps cap this time around..
Honestly, how do you know they -aren't- saying that in this situation? This is a "next gen" game that so far is capped at 30 FPS, and make use of motion blur in situations where where the most complex motions are used (read: cutscenes).
It doesn't sound so crazy to me, especially given that FFXI was fixed FPS-wise, and was never adjusted, despite the advances in technology. Sure, one could say PS2-limitations, and they'd be right, but the end results were the same.

Uh... both in a way. Games will probably never (in the next couple decades) look "natural" without motion blur. Motion blur is not inherently bad - real video and photography has motion blur. Pixar films have motion blur, despite being CG. Of course, it's much higher quality because everything is prerendered. If anything, games look weird without blurring.
Films, including Pixar, are only 24fps, so motion blur helps there. I don't think games look weird without blurring, I wish I had a 120hz monitor and tri-sli GTX 480s. To me, ideally, I should only see motion blur when something is moving so fast that it is actually blurred to my eyes. I don't want faux-blur introduced on something that I would normally be able to see perfectly clear. Unless it's film, in which case I want to see exactly what the director intended, motion blur and all.
I don't know why there needs to be motion blur on slow movements such as changing direction during a slow FFXIV jog outside of masking the framerate. The blur doesn't bother me: its the reason behind the blur that irks me, because if the cap wasn't in place, they could simply offer motion blur as a choice for those whose rigs can't constantly push out 55-70 FPS.
Offering a choice is great - I love choices - but restricting something behind the faux veil of "next gen!" is idiotic, and they must take us for fools if they think we can't see it.
What that doesn't illustrate is fluidity difference in a game that varies between:
45-75 FPS with a 30FPS cap
45-75 FPS with a 60FPS cap
45-75 FPS with no FPS cap
I'm betting the people with a 30 FPS cap might actually be happier if its not a reflex type game (like a first person shooter or driving game or whatever). Don't get me wrong, i'd prefer 60 Frames + of animation but for the people that want to game in 1080p on a 5770 or GTX 460 they might be happier with that 30FPS cap.
FPS is now uncapped or capped at 120 iirc.
I think this is going to be a massive boost to the game, for anyone that did dynamis in XI will understand what I'm getting at, I had a good PC but in dynamis I would be constantly turning off shadows and other various options, and while it was a whole lot of fun being a thief and pulling in dynamis I always felt sorry for the other melee beating down on mobs at 15-20fps and not really doing anything remotely exciting from my pov.
What I'm getting at is for those that understand FPS, it will smooth out the game so much, help all of us become more fluid in certain situations and do more in large scale battles and zones when its very crowded.
I remember the god awful besieged in XI as well, just one big lag fest. I hope I never have to endure anything like this again.
