They doing a lottery, but instead of allowing each person to apply once, they are doing it raffle style and allowing anybody to give anybody other them themself a ticket

Actually, it's not a lottery based system.

Each ticket will give you a "roll" on a virtual die in a particular number range.

All individuals who have the highest single ranked rolls of all the cumulative, unique users who are eligible for the contest, will win a ticket. So each person can still still only win one potential ticket, because only your highest roll counts.
