Not to mention it would have been confirmed a long fucking time ago if it did work.

I've seen this thrown around a lot, it's really not accurate except on a few select types of spells, monsters and builds. It's akin to saying "2 STR = 1 Attack" whilst not considering fSTR,DMG weapon or monster's DEF at all. You must be careful when using it as a basis for determining gear choices; it's no substitute to the actual calculation.2INT = 1MAB thing
As for the OPs choice, I would say use your Add-On leg armor for another job, and get Nimue's tights from SCNM King Orc. The reason why I suggest that is because the leg armor can do wonders for some jobs, yet it is an extremely minor sidegrade for COR QD (and certainly falls down on resistant monsters compared to Denali Kecks).
But doesn't it very literally add a bonus of +1 Attack to your stats for every 2 STR you add on to your base attributes? (1-handed)
Yes but then it doesn't include possible fSTR bonuses, expects you're using 1H, is fSTR capped?, etc.. vague statements can lead to bad gear decisions is what I'm trying to get across. Magic spells are particularly thorny since you have dINT and its spell-modifier, MAB and MDB and Magic Crit dmg/rate before even considering conditions where dINT gives half-returns or the base V damage value of a spell.
I've recently been doing studies on the new Blood Pacts for SMN, and used my SCH to get the potential INT values of Yagudo Prelates outside Castle Oz[S]. With my Tier IV nukes, I was getting half returns. Originally I used SMN/SCH with T2 nukes but again, half returns. Since you say that shouldn't be possible, I'll give it another shot, perhaps I wasn't quite on my game.
