Me+Wife+3year old girl= $75-$100 a week on food. Holy shit I don't think I could spend 600/month if I tried. Jenni-O turkey log. $3 at wal-mart, feeds 3 people, and is delicious. All you need is a couple of slices of bread to soak in gravy and you are good.

I know people with reef tanks who don't use this much filtration.

    They are idiots.

Seriously though it's a terrible idea to set up a saltwater reef tank without RODI. The slightest bit of copper in the water can wipe out corals/invertebrates in a heartbeat. For people on municipal water, it's even worse. Many towns use a specific chemicals at random intervals at the treatment plants. These chemicals won't harm typical pets or human beings, but sensitive animals like corals drop REALLY quickly.

My tank has almost 10 grand invested into it(over a period of 3.5 years). To risk that investment on unfiltered town/well water seems silly, especially when you can get a filter like the above for like $150.
