I believe the answer (in abyssea) is gorget??? so much dex +5 and some acc and attack can't make up the boost you get from gorget. (someone verify, it's possible i'm talking out of my ass)

dDEX and accuracy will be capped, so you're only getting the minor boost from the DEX(if its a mod) and the attack. Gorget.

From what I remember of a friend mathing it out, for BLM Theurgia = Emp+1 > Yigit. He said his numbers came up with like a 4 damage edge to Emp+1 on tier4 nukes, and a 12 damage edge to Theurgia on tier5 nukes.
