No, the correct answer is 20, 15 is 'I started the second cut and stopped halfway through'
You can cut a square metre board in half so you have two 1x0.5metre boards.
Then you cut one of those board in half so that they are two half a metre squared boards and one 1x0.5 board but since you are only cutting half a metre for the second cut it takes half as much time hence 15 minutes.
however you can take 20 minutes if both your cuts are a metre such as 3 equal thirds
The reason why it's incorrect is because the teacher is assuming 2 pieces took 5 minutes apiece to cut a single board in half. The girl takes 10 minutes to make a single cut. You now have two pieces. To make a third cut, at the same rate, would mean she would have to make another cut (which took 10 minutes the first time). That is a total of 20 minutes.

Finally, decreasing the length does not decrease the cutting time unless it is specifically stated by the problem that it did. Given that the picture shows her cutting down the center, unless you're Superman, cutting perpendicular to the board is not going to change just because the wood is suddenly smaller. We're not dodging the laws of physics here, GE.
The correct answer is 20, it could never be 15 unless she increased the speed she cut at.
The teacher is wrong, he/she was assuming it took 2 cuts to make 2 pieces, hench the 5min/cut explaination there. 1 cut(or 2 pieces) = 10 mins, 2cuts(3 pieces)=20 mins
