honestly all data indicates, they are more worried about thier base, the japanese. Its when the rumors came back to the japanese, and the japanese outcry that they posted this, if they did.
They are also probably worried about misinterpretions. Things get lost in translation,
but honestly i cant imagine any but very few game players to like this system in any country. Who plays a game they like for only 1 hour and some minutes a day? most parties in FFXI lasted 2 hours or it wasnt worth going out there, the jp actually complained about the americans who would join for 30 min and then leave. Dynamis took 3.5 hours to do. FF series itself, did they think most people took a month to beat an FF game? it really seems to be foolish on many levels

This sounds almost exactly like the xp decay system that was in WoW beta, which was dropped entirely for release, and gave way to the development of the rested xp system.

Actually the difference between a penalty and a bonus becomes delightfully ambiguous in cases like this. Harkening back to WoW's fatigue system, it was introduced as bonus exp on top of the normal amount but the argument of it constituting a "punishment" to hardcore players was still bandied about. Technically they were right, and you could even say that about the exp ring though the opinion wouldn't get much traction because of the clever way the bonus was delivered. See, actually the difference between bonus and penalty, surplus and deficit, subsidy and tax, is largely immaterial in this case because an fatigue and an exp ring accomplish the same thing: disincentivizes binge grinding and incentivizes casuals; though the degree to which they do that might differ.
edit: let me explain that a little clearer. You add an exp ring to the game, and everyone is better off than they were before, but casuals are better off in relation to haijins. You implement a fatigue system that adds exp on top of the pre-fatigue gains for a certain number of hours, the same thing happens. You add a fatigue system that actually takes away from the pre-fatigue gains, everyone or almost everyone is worse off than they were before, but haijins moreso than casuals. Here, you launch a game with a fatigue system, you can't say that you're worse or better off because the game just launched (ie. whether it's a "bonus" to casuals or a "penalty" to binge players is a meaningless distinction), so you really only have the magnitude of the incentive to evaluate, which incidentally is pretty difficult to do without more information.

Also I still think this dwindling only applies to a surplus amount on top of a constant normal amount but I haven't really been paying attention to the beta, not that it'll be made clear ITT being as it is dedicated to the knee jerk whinging of basement dwellers who actually, honestly see this as a civil liberties issue. The whole time-based system doesn't really make any sense at all. It has be based on either the number of kills or the amount of exp you get. Maybe they just mean in approximately 8 hours of normal play it will hit.
This is the most important question. What exactly constitutes time that goes towards the limit? If it's anything less than being engaged in direct combat then we have a serious problem (beyond the fatigue system existing, I mean). Even if direct combat only is the case, this is going to have a serious effect on the fun-factor of leveling.
I'm inclined to agree. The time-based limit has too many holes.

I'm guessing 8 hours of having your weapon drawn. Anything else is beyond retarded. Surpluss is just retarded, but if its 8 hours of being logged in, that's beyond retarded.
Will this result in people putting their weapon away between every fight in order to reduce "idle time"?
I've been tolerant about a lot of things SE do with FFXIV, and have tried to see their view of it... But this is just stupid. You can't defend this shit. There's no logical reason to punish people for something they pay for. How upset would everyone be if cable companies stated that you can only watch TV for 8 hours a week per channel, and after 8 hours the reception goes bad until it eventually fades out completely? People would be PISSED. That shit would not fly.
This seems like a free to play plus microtransaction (for extra time) model.
Will they at least add little clocks with your allowed time left next to the class icons on the equipment screen?!

Reading what was posted it essentially means that all classes have an auto-refreshing Empress Band effect that degrades after a certain amount of time and recharges back up, and you know what the hilarious thing about this is. No matter what after 15hrs of exping on all jobs. You get 0 physical exp until a week is up.
So that means Everyone will have a max of 15 hrs per week to play this game.....
