This is incorrect. There can be weather - but it will not last for very long under most cases.

I had "surprise" fire weather come up a couple of times in Altepa, and had "surprise" earth weather pop in Zhayolm and Attohwa today.

250~300 or so

I soloed it at 80 with around 230 and resisted most nukes, but could have been a lot easier if had more (wtf really, the guy who's char i play now never got norg fame...).

Over the last two nights I killed about 350 Processionaires and netted 16 Kindred Seals and 18 Kindred Crests, with 0 Beastman Seals. Do mobs that drop Kindred Crests no longer drop Beastman Seals, or did I just get really un/lucky?

You got un/lucky. While farming crests straight after update I ended up with 30ish Beastman Seals by the time I was done, only fighting mobs level 70+.

For the quest "The Boxwatcher's Behest" in Abyssea-Vunkerl, does it matter what size package you carry to get level 3 fame in 6 attempts?

It took me a lot more than 6 attempts carrying the smallest package even with other quests, so I'd go with "yes." I'm not convinced that which you carry affects seal drop rate though.

Vunk fame is easy and quick by doing Ward to End All Wards. Pop items went up in price now but 2-3 visits of 12ish trades each got me maxed fame and you don't have to zone to repeat it. (You also get credits as well as cruor) Just be careful you don't buy pop items that don't count.
