Terra was the first character I used, fucking sucked til you get her high level spells, even then she's pretty awful. Soon as I leveled Firion up I didn't touch Terra again because she really is just a terrible character. She has one good spell and that's only because the AI can NEVER dodge it.

I like her still even with her shit movelist. Onion Knight is my boy for grinding items.

To be fair though, Zidane is one of the top characters, and Jecht rapes once he gets in range with those awful combos. Terra just didn't have any good long range attacks that aren't easy to shut down.

I liked her as well, Holy Combo was the shit at lower AI levels where they don't dodge, block or dash through shit. Then all my attacks were being sent back at me at 3x the damage I could ever cause with them. Only Meltdown had a good chance of hitting randomly, sometimes Meteor if the AI isn't dashing at you like a rabid dog.

I found I used her 90% of the time. She's easy mode to bait people and lock em down into the ultima combo. Just need to strategy.

When fighting against the computer her, yeah, can fuck her up easy. A player? If they good, your getting trapped somehow.

Seriously, if you think Terra is anything higher than shit tier you haven't touched basically... any other character in the game. I really can't think of any that are worse off than her. She can stomp on AI characters thanks to them being retarded and getting hit by Meteor pretty much every single time. Early game you can just spam the fuck out of Tornado and not really worry about anything, but once characters get attacks that can hit you through that you're fucked.

Terra might be weak in open, large stages like Cosmos's Throne, but in places like Kefka's Tower she utterly dominates.
Getting close to her isn't going to be any good when you can't evade Meltdown and Tornado.
