I would think at least 3800 on high. bumping the phenom II to 4ghz maybe 4000?
Yes of course, you'll have to run stress tests to make sure, but you shouldn't have any trouble running stable at 3.9ish.

It stays around 60~65 in my home. Colder in winter, I'd say about 40~50 degrees then.

when you stress test you will find out. hot temps mean you need something better.
Holy crap, 60-65f ambients in the summer. I don't think you're going to need to worry about temps as long as you have your cooler mounted correctly. Antec 300>1200 now? I thought you were only spending 700 on this rig hahaha.

[Edit] - Never thought to ask, will I need to get a sound card? My mobo comes with a Realtek ALC892 audio chipset. Offcial minimum for sound card is DirectSound compatible sound card (DirectX 9.0c or higher).
if your motherboard was built by a reputable company in the last 5 years you do not need a sound card

Which would best perform on XIV coupled with a HD 5850? (I had plans to upgrade my GPU sometime down the line.)

FFXIV is using 6 cores. The processor with higher speed/cores will perform better always (unless the game doesn't put a load on them).
