Sega has yet to officially speak out about a localization, yet there are a plethora of not-so-subtle hints to one. Also it's not coming on 360/PS3. PC version first, then PSVita and iOS/Android sometime next year.

Technically it's been available since closed beta, just that those who have participated so far have been able to patch it.

OP updated with SEGA ID registration details as well as a possible link to the downloader for first-time users. There are a few notes for the other links that were previously provided during CBT.
Considering they've left the client open (so people can endlessly fap to the opening) but just took down the ships, my guess is the patch should be coming up soon. Can also check with the Check Files utility (the 3rd option in the Launcher menu).

Technically we've been able to stream since closed beta. There was no NDA in place. The only thing that was required was that you broadcast that the content was copyrighted by Sega and had some form of acknowledgement that the content being shown was in beta and was not final.
