I think that's mostly the reason I stopped playing. People told me 10 had active english players when it really doesn't. I got a team that died shortly after and it just hasn't been the same since. Can't bring myself to restart and transferring is a pain.

The game never received a formal release date in North America, only being targeted for an "early 2013" release. Considering we're nearly out of the first quarter of the year with no word on the title's release plans, it seemed unlikely that the game would hit that goal, despite being playable last year at PAX Prime.
"Originally slated for an early 2013 launch, Sega can officially confirm that PS02 has been delayed," a Sega spokesperson told Polygon. "We don't have any specifics but will update everyone as soon as there are more details to share."
The title was also ported to Japanese PS Vitas in February of this year.

To be completely honest - at this point, I'd stop waiting and either start playing with the JP client (and find a work around if you want to use the AC shop) or abandon the idea entirely.
SEGA has a history of not supporting their NA and EU communities when it comes to Phantasy Star. When PSU was shut down, the NA/EU servers were at least a year and a half behind in content. PSP2 had certain very good quests locked to JP only unless you hacked your save file (and even then, you could not play them online). PSP2i was never released in the States (sadly - it was probably the best entry period). No doubt that PSO:BB content was behind as well.
If PSO2 gets released in the states, I see it going the way of PSU. That's if it ever gets released in the states at this rate.
Grab the menu patch files. Last I checked, someone else is also working on translating the story content.
While this is going on, SEGA JP has been pissing off the Bayonetta and Shining communities by filing DMCA takedowns on LP and tutorial videos. I'm not exactly thrilled with SEGA at the moment.
I'm still hoping one day this series will return to the RPG days...
That's pretty much what I ended up doing (@ The Blackrose). If Sega somehow proves me wrong in this country though, I have no problem starting over, but from what it sounds like this is entirely unlikely to happen. Honestly, the only reason I'm waiting on the English version is that i have a few stubborn friends that won't play unless it is 100% English. >.> (There is a topic on the forum that does the English menus and stuff possibly hinting at item translations though at some point in the future, but who knows if it is breaking rules or not.)

Old RPG series was whittled down to a single medley. Everything else has been done to death. Feh.
Sadly it seems the original tetralogy has become something of a footnote in the series' history. I would however like to see them bring back some of the outfits from the original series. However I don't think they would be recognizable by anyone outside the series' oldest fans. Doesn't help that a large percentage of the player base likely wasn't even born when the older games first came out.
This past update, they changed the hunter skill fury stance to where it gives a 25% boost in s-atk/r-atk and increases melee damage taken by 5%. However, this made RA/HU broken as cardinal sin so they're nerfing the ranged part next update. I honestly think they took Dark Falz off the emergency quest rotation since the arm fights didn't even last 30 seconds if you had multiple rangers in your MPA. They're also giving out passes to reset all your skills as a result.
