Not surprised. Hell they changed the punishment horse you use to torture/punish your minions to a punishment kitty.
it does that to make sure you have the money, they even say it on their site, in the help or FAQ section for preorder. it should drop off in a couple days or so depending on the bank, won't actually take it out of the account yet.

Disgaea 4: A Promise Unforgotten has the series’ usual sense of humor. The game was rated "T" by the ESRB in part for lines like "You’re so flat, they use your chest to measure if a shelf is straight!"
Read the rating below and keep an eye out for a Nancy Regan reference.
This is a strategy role-playing game in which players control a group of characters on a quest to bring order to the Netherworld. From a 3/4–overhead perspective, players use swords, axes, and magic spells to engage monsters and human-like characters in turn-based combat (e.g., selecting attacks/weapons from a menu screen). Battles are accompanied by light effects, slashing sounds, and cries of pain; enemies disappear when defeated. One special attack depicts a bullet striking an enemy’s head, which is accompanied by slow-motion and X-ray effects. A few cutscenes depict brief stylized blood effects (e.g., an armored knight emitting blue droplets after getting impaled; the silhouette of blood splatter after a character is struck).
During the course of the game, some of the dialogue includes suggestive comments (e.g., “You’ve earned the right to be called a pervert, by sneaking around and peeping on us,” “I just love it when men do things that constitute sexual harassment,” and “You’re so flat, they use your chest to measure if a shelf is straight!”). The game also contains a brief drug reference (e.g., “If you inhale my dust, you’ll get really happy. It might even make you feel like you can fly . . . Just say no, kids! Bad! Bad drugs!”). The words “sh*t,” “a*s,” and “b*tch” can be heard in dialogue.

Disgaea 4 Has More Voice Acting In North America
Speaking with a representative from NIS America, Siliconera learned certain unvoiced scenes from the Japanese version will have voice acting in the English version of Disgaea 4: A Promise Unforgotten.
We can also confirm the localized version will retain the anime cameo characters for Omega tier spells. Index from A Certain Magical Index appears when a cleric casts Omega Heal. Holo from Spice & Wolf is summoned when you cast Omega Wind. Bikkuriman arrive when a mage casts Omega Star. Meito Anizawa from Anime Tencho heats up the battlefield when someone casts Omega Fire. Lotte or Astarotte from Lotte no Omocha! freezes enemies with Omega Ice.
How did all of these cameos get into Disgaea 4? Nippon Ichi’s president Souhei Niikawa told me it’s because he’s friends with the creators.
Disgaea 4: A Promise Unforgotten is slated for release on September 6.
Seems like all Disgaea games just come out for a handheld system with more bonuses... don't think I will be getting this one.
Was it only a rumor? Thought it was actually getting ported.
