I have re-equipped them multiple times and had them on for around 10 minutes now o_O

Well they did say they want the entire story lines from now on to be completed solo or at most one or two extra players. This falls into line with the game design to be focused to casual play style. I wouldn't expect any story lines to progress like Chains of Promathia this time around. What we've seen so far with 14's story line seems to be indicative of what to expect. Lots of running around, some scripted events, maybe a few easy battles, ect.

I really don't think se would be the type to give you a 25% speed boost at level 1 and let you keep it forever.. I'm gonna wait for more info on the boots.

Can the boots be repaired? All they have to do is remove the ability to repair them and make the run speed bonus disappear when the shoes break.
