You can buy that shield. But, still it's 42k, which is just dumb. Gladiators should start with a weathered shield and one less piece of armor. Or, like mentioned have a dirt cheap version people can get right away at level 1 or 2.

That shield sell for ~42k iirc.

edit: I believe it's also used as a reagent in a rank20ish shield too.
