    Uh, the same guy who starts all the local guildleves?

    If it's not available it's because you have something else available in it's stead.

    It's the delivery guy afaik. Kokomui in Camp Bloodshore.

    All the Local Levequests seem to tell you to deliver materials to an NPC. If you talk to said NPC, you'll get dialog somewhere along the lines of "Oh, you here with the goods? No?! Then get to work! Here are the materials." Sometimes receiving the materials causes a fade-to-black-and-back little cut and sometimes there's nothing, but you still receive materials. You always get the materials from the same person who you're supposed to deliver to, as far as I know. It's a little bit misleading.

    Any of the crafting leves delivered to Skull Valley or higher you get the mats the moment you accept the leve. Some of them want you to use higher guild support so they don't make you run all the way out there to grab mats and run all the way back. Just go to Requested Items and choose the leve.
