I don't know, it's not very clear in-game. I'm worried about clicking to sell any to these people in case it is 100 gil for 100 shards.

For anyone reading this page, if you sell something to a bazaar, it is 100 shards for 100 gil and not 100 gil per shard.
I tested by buying 5 iron sands from a bazaar for 1750 and sold them to a bazaar for 1500, not 7500.
Seems people are trying to rip people off with the shards.
If I activate the local leve at the guild counter then log out, does it fail?

OK if you have 100 shards in bazaar and you put a price of 100 gil on set price. The buyer can only buy all 100 shards, (sorry not sure if it will be 100gil for all, or still 100 gil each, from the sound of his post it would be 100gil for all)
If you use unit price, they can purchase how many they want @100 gil each.

Unit = 1, if you see unit price at 100 gil for a stack of 100 wind shards, that means you buy each for 100 gil.
Set = all, if you see set price at 100 gil for a stack of 100 wind shards, that means you buy all of them for 100 gil.
The same holds true when people seek items. If someone is seeking 100 shards for a set price of 100, that means they're buying all your shards for 100 gil.
It's indeed confusing and it's very easy to (accidentally) rip someone off. Some of the deals I've seen make me laugh so hard. People buying a set of 10 wind crystals for 100 gil. C'mon now.
I was messing around with my retainer last night and this is what I figured out.
Use set price to sell multiples of same item for a lump sum. (ex. set price for stack of 99, 100 gil each would be 9900 gil)
Use unit price to sell multiples of same item individually. (ex. unit price for stack of 99, 100 gil each, buyer can buy as many as they want for 100 gil each)
For some reason though when I was setting up my bazaar I had to click on the set price/unit price dropdown at least once to be able to click the accept button to sell at unit price, unnecessarily confusing UI here.

This reminds of WoW after they changed the Auction House to allow you to sell items in multiple stacks. If you didn't change the price type to "per item" or "per stack", you'd have some wacky ass prices like a stack of saronite ore that normally went for 20g a stack would be 400g etc.
