Call me an eternal pessimist but all that lodestone post tells me is that most of the changes are being punted to the December update since they're now lumped together.
Can you like get shards on mobs that get 0XP?

Depends what you mean by 0XP, but you can get 0 skill/exp yet get shards. It's just rank related, so if you're current class rank is too high compared to mob Lv then you won't get shards, only mats. For instance I don't get any shards killing Star Marmots on LNC25, but I will on a lower rank class.
If you're bored and want to skill a subjob for profit 1-10/11 on sheeps south of limsa and 10/11-20ish on thistletail marmots works great since they're in infinite supply. Sheeps might still be overcamped by gilsellers tho. Iron coblyns are nice above 20.

to actually get SP points is random, so unless you have lower acc on a weapon above your level, you gonna get SP at the same rate (random). The amount of SP seems to be proportional to the effect of the action, for weapons its damage, so if you are doing less dmg you gonna get less SP.
I was testing this out last night, and I do think that abilities which are closer to your optimal rank are more likely to result in skillups. This was an observation I recorded over at least an hour of skillups, where when I was using something very close to my level I was getting at least 50% skillup rate, but lower abilities were much rarer.
Whether the same is true for weapons / armor, or whether I was just getting lucky with the RNG, I don't know.
By auto-running and hitting the "Summon Retainer" command just before you exit the areas where you are allowed to do so. The lag in busier wards will let you auto-run well into the center of the ward before you stop and your Retainer appears before you.
It's stupid and annoying!
I never look at those retainers, it's just incompatible with the way I browse the ward. They're mostly people who think it's cool to get their retainer in the middle rather than people selling good stuff. I like to stand where the ramp is, browse every retainer in view and then move to the opposite side of the room and do the same. The best place to park your retainer seems to be near the ramp. I put mine just up it in the centre when I can't get a stand.
I actually like having mine in the middle. 90% of my business comes not from random people finding junk in my retainer but from advertising on yg. The easier my retainer is to find, the less likely people are to get pissed off and leave the wards before they could find me.
On that note, STOP PUTTING YOUR FUCKING RETAINERS IN THE BATTLECRAFT WARD. Seriously, WTF is wrong with people. Do they think more people will browse it because it's the first thing on the list? Guess what guys, I don't set foot in the Battlecraft Ward, even if I know a retainer's name and general position. Period. It's terrible.
My server must be different from you guys'. Ul'Dah's Battlecraft ward is where all the top crafters' retainers are, generally in the middle section as well. Just stand in that ward for 15minutes and you will see just how much traffic it gets compared to the others. The only wards I really check are Battlecraft, Tanners (leather), Chirurgeons (dye), and Tradescraft when Battlecraft doesn't have the overpriced shards I'm looking for. Is that ward a pain in the ass? Yes. The tax penalty isn't even close enough to discourage everyone packing into the first ward though.
The Battle Craft ward is so bad on Rabanastre that 4 times out of 5 it won't even let me summon my retainer there because it's full. Every 2 steps 20 new NPCs appear. Usually you can't find NPCs even when they ARE actively in the wards because of how precise you have to be in your positioning in order to get them to appear. And nothing in the battlecraft wards are ever even related to the tax penalty item. It's just a bunch of random garbage that people feel like selling, and for some reason everyone wants to be there. idk, it just sucks ass.
The likelyhood that your bazaar will be browsed is probably equal between the ward where any given player can only see 1/100th of the retainers or a ward where people rarely visit.
Also, anyone who doesn't take the whopping few minutes to check the appropriate ward when looking for a certain item type is pretty dumb and only contributing to the problem.
Yeah, because I want to sell my spears in the chirurgens ward or wherever you'd suggest. Now I will put random shit on there too and list it on YG because listing 10 spears would be retarded. I tried selling in the spellcraft ward but I found my mage weapons sell just as fast in there as the battle ward and my spears not selling at all.
My computer doesn't lag enough to get my retainer in the teleport area, I can only get half way to it. So I list it somewhere that's easy to describe with something like "South side, front centre" or "North side, first stand on left". Problem is most people aren't so descriptive and just list battlecraft ward and then you give up looking for it.
Is Impish Incantations generally a low-accuracy move to balance out the stupid damage it does?
I noticed on any normal rank-range leve, it always missed me, but when I tried a Rank-30 leve at Rank-21, it ripped me a new bootyhole for about 1100~1200 and hit every time.
