I estimate the "on rank" SP gain to be anywhere between 240-280, anything above 300 is similar to what you would see when doing a leve for a recommended rank that is slightly below your current one, so to me that item would be considered above your rank when making it regularly (to further support this a friend skilling up on brass earrings @18-19 was seeing 300+ SP each time, and there is no question that brass earring is a 21+ craft, so it is most certainly not an "on rank" synthesis). However, like I said, SP is not a good basis of measure in terms of an item's possible rank. For the same recipe SP degrades at a much slower rate as you rank up than XP.
To me willow wand looks to be a 19-20 craft. So the fact that they are easy for you to make @20 and still giving you ~250 SP reflects favorably with what I'm saying.
Anyway, during beta I discovered that you can't craft anything that is over 10 ranks above you. I'm not sure if that is still true or not, but maybe when I ever get around to carpentry I'll test to see at which rank the game will allow me to attempt the willow wand recipe for the first time.
