From my experience I failed my first attempt at 23, only got as far as 50%. Tried twice at 24 and succeeded both times, didn't press my luck beyond that. All with master support. I find it ridiculous that under the same exact conditions I failed making dyed cotton cloth yet succeeded with canvas.
I too have had terrible luck with marks. This leve period has been good so far though, 2 turn in's gave weaving and 1 had leather marks. Unfortunately, with ~3900 I'm still quite far from my first book. Could be tomorrow, could be next week before I get enough.
25 is good if you have decent equipment, 26 it becomes even easier, and at 27 breaking shouldn't be common at all. It only gets easier at that point. By that level, you should look into getting a silver needle, I suspect the stats will surpass iron by that time and you'll get even more stats each level with it on.
Dyed Canvas is another matter though, I wouldn't start till 28, because at 27 I'm still pretty terrible at it (though at 26, I had a horribly lucky streak, making 14 in a row).
I've just accepted the rank 15 version of "Training in Emerald Moss" for Blacksmith but there is an issue now. The synth requires Guild Smith Forge support (level two basically) but the leve is in Gridania. Am I supposed to walk all the way to Limsa or is there another way other than trying and failing?
I should've looked the synth up before accepting but this is the very first time a leve in a city that doesn't have that guild requires more than Common support.
Get used to it, there are lots of leves like that. Usually requiring you to get support to make hard shit in the middle of no where. I just avoid those leves like the plague, because they're stupid.
I too usually avoid these. However, at 20+ each leve has a chance to give guild marks so I would hold on to them until I can get the appropriate support (you really should be traveling to all 3 cities every period anyway). There is no penalty in doing leves later (or even after the next reset), as long as you turn them in before you pick up the next set. Or you could just try your luck with common support, however, I think the potential skill ups is often worth it to wait.
How I usually tend to do stuff like that is do the other leves for the area and move to that town with my guild in it next. Pick up the leves for THAT town, and do that while doing the previous town's one. And if you're doing cities in a circle, by the time leves reset, you can just hand that in and pick up the next batch.

Also I'm pretty sure I heard that you needed to be within 10 levels of the optimal rank of an item to repair it? So I haven't been able to repair bronze celata but yesterday at 28 I tried and repaired it after 2 attempts. The helmet is optimal rank 38.
From the same bazaar there were a pair of bronze sabatons+1, these are also optimal rank 38. I was still not able to attempt these. I've been trying to nail down a factual lvl range where you can attempt to repair and this completely messed that up.
So either the boots break the 10 lvl range rule (meaning several other items probably do as well). Or +1 items add to the range. Have any 28 or lower ARMs repaired NQ bronze sabatons? Has anyone repaired an item who's optimal lvl was more than 10 lvls higher than your craft lvl?
I did cotton cloth until 25. It was pretty painful at 24, but you aren't skilled enough at that level to justify throwing away all that yarn and all those shards at a chance for 300~, when for less you could get a good 200~
Cotton shirt fronts are really good skill as well, I think backs are similar skill too. Just the sleeves that suck if you plan to actually make shirts with them though.
Able to repair a lv25+2 item at rank 25. Gonna take a general guess here and say the repair formula is (item rank) - 10 + ((HQ level) * 5) where an NQ's HQ level is 0.
Any suggestions for an easy way alchemy 13-20?
