Graphics suddenly started "shaking" in wow

No real other way to explain this, and I've never had a graphic issue like this before. I'm used to tearing and all that crap, but this is just weird.

Basically I'm running around Dalaran, which yes is a highly populated zone, but it is only 11am on a school day so not many people on... and the buildings seem to shake a little as if they are lagging around me, but I'm noticing no drop in fps at all or any actual lag. Now, my FPS is lower than I want, only 30-40 in dal (I'm using a gtx480, It's usually a lot higher) and this issue is something I have never had before today.

I'm thinking it's my cpu, I had to RMA my aftermarket heatsink and am using the stock one, I'm getting 55-60c on stock settings on my i7 950. Am I right in assuming it's my cpu overheating? I can't imagine it being the gpu, since it's only running at 60-75c which is quite fucking low for my 480. Should I even bother with trying older, or beta drivers? Just sit here and wait till my heatsink comes back from RMA like I had planned to do?

A CPU can go up to 89-90c before it's considered overheating (in which case your pc would shut down any way), and video cards can go over 100c.

You can try uninstalling the video card drivers using driver sweeper in safe mode, then reinstalling them fresh. Try official drivers before you use beta drivers.

Your temperature ranges are pretty mild, so try to do that first because the problem might not be heat related.

Doesn't sound like an overheating problem. I would start with reinstalling your graphics card drivers. If you recently installed new ones and it's giving you this problem, downgrade and get what worked previously for you.

I've had these drivers since they released and the issue just started today, so I didn't think it was that at first, but I'll change drivers anyway. I thought it was cpu heat cause it hasn't gotten to 60c since I built it.
