Yeah i never got this. Maybe its not as big of a hype in the US as it is in Japan, but "mega man" is practically as well known as Sonic / Mario (Mario may be debatable because anybody you ask has heard of Mario). Id also Assume the recent 8-bit MM titles would have shown them how popular the franchise is

Because PSP is being phased out to make room for the NGP.
Why would a company that's hesitant to release the game in the first place spend MORE money developing it for a console? The 3DS makes the most sense as it's new to the market and isn't in the process of being phased out in favor of the next gen.
Why not a dual release then? And depending when/if this ever gets released they could just release for the NGP

I actually own a 3DS. I am just tired of the shitty stylus controls and dual screen shit that Nintendo keeps sending out. It's just going to make Legends that much more awkward to play.
I agree there. I really hope the touch screen has very little to do with the control scheme of the game.
I'm kinda thankful its on the 3DS, While I'd of preferred a big-ass-epic Console release with a lot more to do, and the idea of DLC in the future, I'm pretty sure the 3DS has slightly better capabilities than the PSP doesn't it? I mean, I'm pissed i need to buy a new System to experience MML3, But at the same time, Theres a lot of good games for it and i'd probably of bought it anyway.
Lower development costs, system is already on the market, new gen hardware etc. If they tried to wait out the NGP to do this prototype version move to see if it's worth greenlighting, they'd lose more money than they could hope to gain by keeping it in stasis that long.

That, and if they're aiming handheld, sticking with the DS/3DS is a no brainer. The DS crushed the PSP last handheld gen, so keeping it on the 3DS makes it much less of a financial gamble for Capcom, since the expectation is that the 3DS will do as well or better than it's predecessor.
3DS is a way smarter move then PSP or NGP. First of all, 3DS is perfect for the art/graphics style they shooting for... unless they wanted to have one of the ugliest games on the NGP. And frankly, 3DS is most likely going to be a more popular unit

Mazakazu Eguchi, director of Mega Man Legends 3, recently updated the game’s development blog with some talk of the upcoming Mega Man Legends 3 Prototype Version, a paid preview version of the game that will launch with the Nintendo 3DS eShop in May.
You may recall that Legends 3 is a project that still isn’t entirely “greenlit,” meaning that that higher-ups at Capcom aren’t fully convinced of its viability. This is where the Prototype Version comes in. Eguchi says that the Prototype Version was shown off internally at Capcom to a “top-notch” reception.
He then touches upon how the Prototype Version will be used to gauge interest in the game, which could factor into whether or not a full game will be developed:
Note that Eguchi doesn’t use the word “sales,” but opts for “heat and excitement” instead.“As it happens, it was decided that the prototype version of the game we had submitted within the company would be sold as a downloadable—“Mega Man Legends 3 Prototype Version”. Furthermore, the heat and excitement surrounding this downloadable title would determine whether or not the full game could be greenlit. If hype is strong, the full title will be a go. If not, it’s a no-go. I don’t even want to think about that outcome!”
