Horizontal Lines on Computer Screen

So I noticed today before I went to log into Final Fantasy XIV that there were some jagged lines running across my monitor screen on my new computer I just built. I thought there might be a problem with the display so I refreshed the background and still the same. Turned on and off the monitor, still nothing. Set the monitor to a cooler temp. and still the same result. After a reboot, nothing had changed and it was really irking me.

Thinking it might be the graphics card (which by the way I just go back from having one RMA'd) I decided to update my drivers, which didn't work either.

I fired up XIV to take the game for a spin while monitoring the temps on the computer.

Lower end:
Temp: 62 Degrees C
Fan Speed: 43%

Higher end:
Temp: 70 Degrees C
Fan Speed: 92%

Anyone know what's going on? Any fixes? Is there a problem with the card? Not sufficient cooling? Decided to turn the computer off and let it rest until I have a better idea what's going on.

have you tried the monitor on another machine? if it only happens on your machine i would send that graphics card back.
