Leves operate off an inventory system. They really are treated like those cards in the opening cinematic (the fancy one from the title screen). Each leve reset period (36 hours in duration, last reset was today at 5:00 AM PST/8:00 AM EST), you are allowed to pick up eight new cards. If you pick up eight cards during one period, then finish all of them, they remain in your inventory and must be traded out for the new leves. Let's say you fail a leve -- you are allowed to repeat that leve after the next reset, but because it came from the previous reset, you can complete it successfully and then trade it out for a new one. Let's say you pick up eight leves during a leve reset period, but then you go out of town until the next reset -- you can finish all eight leves then pick up eight new ones. However, if you do not pick up any leves during a given leve reset period, that opportunity is gone.
When you have a full leve inventory and you go to pick up eight new leves, you are given the chance to exchange old leves for new ones -- you must do this, in part, because you can only hold eight leve "cards" at a time. The star rating next to a leve indicates the bonus value it represents, which is added to the variable reward of the leve for which you are exchanging it. After you choose a leve, there is a monetary reward associated with it -- either gil or other currency like guild marks -- and this is the variable reward that is adjusted positively based on the value of the exchanged leves. The bonus appears to be proportionate, i.e. a leve that gives 15,000 gil will be boosted further than a leve that gives 5,000 gil even if both are adjusted by the same number of stars. This bonus does not affect the difficulty of the leve or any non-monetary rewards, like gear or crystals.
