He didn't lead with his head and he even had his arms up...I'm having trouble seeing what you're seeing. There looks to be nothing even remotely flaggable with that play.

Are you serious? You don't have to lead with your head - if you make contact with the QB's helmet in any way it's supposed to be a penalty, and in this case he clearly gets popped by the tackler's helmet - you see his head snap back.
