The thing about Slow II is that unless you're capping it, you're not getting much benefit from additional merits. If I remember correctly, it ups the slow % by 4%. With Saboteur, that turns to 8%. The only thing to contend with that is additional merits into Para II, which is not bad, but completely unknown as far as the effects. I would do:
2Dia/5Para II/3Slow II (Could technically move two of those merits around since they do like 1-2% slow at most)
or
2Dia/3Para II/5 Slow II
I did the latter simply because of the times, but either way, it's not going to be a game changing.
