The reason is this:
- The casual player can't do shit
- The hardcore player can level many jobs horizontally
- The extremely hardcore player can level vertically and horizontally
the reason is that your surplus fades by levelling OTHER jobs. It's not time based, it's based on how much exp you get doing other stuff. That's why there's people who are rank 46 already. Remember how SE said this bullshit about how the casual player could catch up to the hardcore player because they would "hit a wall"? Guess what, they're not hitting that wall, because they just remove their surplus by levelling other stuff.
It's going to take months, if not years for casual people to hit rank 50 with anything if the vertical level curve stays the way it is. Yet just over a month into the game, people are already almost rank 50, despite this stupid surplus system.
As usual, SE fucked up. They should have made it purely time based. The RMTers who can play 24/7 can still get a class to rank 50 in a matter of weeks.
Anyone with the ability to think past their own navel would have realized that when you QQ about fatigue this shit is going to happen.
They could have made it so you hit fatigue earlier but there would be essentially very little grind to go with it. They could have done that.
But with the excess bitching about the system most people didn't understand, you think they would do that? No, they made the fatigue largely irrelevant and raised the grind instead.

How would that be different if they didn't implement a surplus system? Casuals still couldn't do shit. Hardcores could still level horizontally. Extreme hardcores could still level vertically and horizontally.
Surplus has nothing to do with that. It could very well have failed to totally level the playing field (although I don't think it was meant to), but it sure didn't make it worse as the guy I was quoting said.
You know how you can help casuals? Have combat guildleves actually providing worthwhile SP if you actually start the leve and aren't there just for helping.
This way casuals can progress with their combat class of choice each 1/2 days and hardcore people can enjoy their 15-man parties and advance much faster. Who cares about the fatigue when you're getting up to 15 times the SP.
Really, the surplus thing is the last of this game's problems.
It would be so easy to implement and it would somewhat boost the number of subscriptions, or at least, prevent further loss of them.
Why the hell do casuals care how much time another person spends playing the game anyways? The fact of life is that the more time you spend doing something, the more advanced you will become than someone who doesn't. That has to do with every activity. Why the need to have everyone the same? Are you really so envious of others you want them to come down to you? Live and let live people, sheesh.
This is where SE's communication failings really let them down. When sites were reporting "zomg only 8 hrs of play a week!" what did SE do? Made a tweet blaming foreign sites for spreading false info. Nowhere did they officially clear up exactly how fatigue works or is intended to work, instead it was left to a fan made video to do that. It's nice of you to "blame the victim", though.
I think things must just be different in Finland, must not be very service oriented or at least that's the impression I get from Hyan's posts. Seems like they just get what they get and have to like it.
It's nice to have choice and people who are willing to cater to our wants and needs, hope Hyan gets to experience that lifestyle eventually.

But here we see how when a company "listens to the playerbase" the end result is not always preferable. They should not always listen, and they did not fail only once here by not informing us about the system and it's purpose- but twice as they actually listened to the bitching of the ignorant and bent over to their demands.
