I don't want to get my hopes up, but it sounds great.
$400k seems a bit shy for what they'd probably need for something of the scope I'm hearing of, so I'm assuming they got a fair bit of their own cash to throw at it to make up the difference if they don't get much more than that.
Could be cool though, and I like it when a studio takes the time and effort to give a little backstory (and pedigree) and reason for wanting to kickstarter it, unlike a lot of the other 'me too' kickstarter projects I've seen recently trying to ride off Double Fine's unexpected results.

On a serious note though, I'm sure it's cool, but I've never even heard of any of the game that guy mentions. Maybe they were before my time. I'm not a tabletop gamer, so "2D turn-based game" doesn't exactly scream exciting, but I'm having trouble thinking of similar games.
Sounds pretty cool, i'll donate $1 until I see some more substantial stuff, i'm not big on the whole donate to ideas bandwagon.
Well, I didn't bother to count, but lets call it a dozen people in that studio, with $400k and an estimated delivery of Feb 2013, that's 30k/year to each person (less for whatever they'd need to pay in legal/etc. cost to get published, office bills/rent, but I don't have enough knowledge to estimate those costs.)
And you are a bit right regarding other funding. iirc, Weisman is Smith & Tinker, and he's licensed Battletech to the MWO guys AND these guys http://www.mwtactics.com/ so is/will likely get funds coming in from there.
Gonna go out on a limb and guess that you're about 14 years old. I imagine it would be quite literally impossible for someone to have played PC games during the late '90s/early 2000s and not know Mechwarrior and/or Crimson Skies.
On topic: Just about any game with the name Shadowrun stamped on it will have free reign over my wallet.

lol, I'm in my twenties, but I've never been a PC gamer (I think I own less than 10 PC games). The original intent with my first post was to ask if someone could think of a game similar to the one he is proposing (a "2d turn-based story driven game"). All I can think of is FFTactics, but somehow I get the impression that this isn't intended to be a strategy game... or is it?

That is pretty spiffy, I haven't personally seen a game run by those dudes since the AOL days.
But a bit out of my range. If I had 10k, I'd have a few other things to do with it. (But that dude that has, he's in for a treat.)
