Speedhacking?

I come home today to find my brother talking me ear off <.< he said that he went to report someone for harrassment and was lagging hardcore, when the GM showed up he saw my brother Stop, then speed up really fast (lag, you all know that look). Well my brother ended up gettin 3 day suspention for speed hacking lol.. That's not what annoys me (3 days of FFXI to myself :3), but is this right? I know some people play on lol56k and lag a lot, so should they get banned too? pretty rediculus if you ask me..
