He spawns during months 4-6 on rain weather, it can change weather pretty often, as in within a few minutes, and he's on a very long respawn timer, as in 18+ hours after ToD. Just checking the weather npc for rain than showing up is not feasible. The JPs were probably came together and were just lucky when they showed up.
I've left my character there (mostly afk) with filters off many times. From my experience, he's never spawned in month 7 even if his ToD is up and it's raining, just 4-6, and he's only spawned 1-2 times per cycle. The earliest I've seen him repop after death is just slightly over 18 hours, however he seems to have no maximum spawn time after death, as in he can just not repop at all, even if the placeholders were not killed and rainy weather continues even past like 30+ hrs. I have seen one of the funguar mobs in his pop area killed and he spawned like an hour later, so my guess is that it is only a specific PH that can't be killed if it is indeed based on keeping them up for X amount of time, or can pop of of either of them. When he pops one of the funguars will just despawn, and he will spawn within the next few seconds. I'm not sure how many times I saw him pop in log, but I claimed him like 4-5 times and got the drop on the last kill, all times as /thf.
I would not recommend camping it at all unless you are completely uncontested, and don't mind leaving your character there for several real life days.
