Ok, I have my tamas ring, I did the marbled door cutscene, I did the blueblade falls CS, I cannot get the cutscene from the ducal grand palace... You don't need ZM's for this quest, that's Apocalypse Nigh. I have no idea why I can't get this quest, does it show up in my quest log after the rulude CS?

Sometimes CoP cutscenes forget that you saw them. Had it happen a lot in the muddle that was 5-3. Try going to Prishe's walnut door in safehold, and go to blueblade fell again, make sure that they game didn't forget you already saw them.

Well just to make sure, I checked the walnut door, and went back to BB falls, and didn't get a CS from either... So I had already gotten them.

Only one thing left to do then.

Go to riverne #b01 and see if you get a cutscene. If you don't, go to the green portal (scale required) and click it and see if you get a cutscene.

Maybe talk to the BRD NPC in Ru'Lude and see if you saw the CS before? If that doesn't work, just keep calling a GM until you can flag it, I had a friend who couldn't flag RDM AF hat quest for some reason, he got like five GMs that said "search the path of the red mage for the answer!" until one of them just flagged it and popped Miser Murphy for him.

Did you check both the Current and Completed lists for Jeuno quests? If it is in current then you can do Baha1 but not Baha2. If it is in completed you can do both. If its not in either and you can't get those cs's, then I have no idea

OK, this is going to seem like odd advice, but maybe rewatch the Dawn cutscene at the Goblin Footprint. Maybe there was a hiccup or something and you didn't see the whole thing so it isn't registering the next cutscene in Ru'Lude Gardens.

Beyond that, you may have to call a GM.
