Friend's mysterious dial up firewall

My friend is using Bellsouth dial up. He's been having some pretty serious disconnect problems lately. Anyway recently he started getting this firewall message saying that he's basically got a firewall up. However he's clearly disabled it from his connection. Sup with this?

be more specific, where is the message coming from? and by disabling it you mean the windows one?

the message appears randomly on random games even sometimes preventing his browser from working properly it's all just 1 big random thing. sometimes it'll kick in and not let him on diablo II or starcraft or browser and yet he'll be on AIM talking to me.

windows firewall is sneaky, even if you turn it off, you need to go into the advanced options and disable it for each connection usually
