I just read the wildfire thread which offered a few laughs, but I came across this:

In the defense of this community, Any idiot who's played the game for more than a month should be able to tell you Weaponskills that do not expressly say "Critical Hit varies with TP" or "deals Critical damage" do not critical hit, this is especially true for any Elemental weaponskill.

Magical Critical Hits are a fairly new concept that just came about recently. Do we in fact know that elemental WSs cannot crit with magic crit gear? Has anyone tested it? I don't venture that anyone has really had a need, as the large majority of these WSs are quite fail for the most part, but it has me curious. I, alas, am much too lazy to test something I'll most likely never have use. If anyone disagrees that there may be a possibility until ruled out, I'll respect that sentiment, as I too believe that a rule for physical WSs should also apply to magical WSs. Nevertheless, I'm still quite curious.

If anyone has tested this and has definitive results, I'd love to see them for the sake of curiosity.

All I've seen is that M.Crits can't proc on elemental shots. I don't think anyone has checked and reported whether they can proc on Elemental WSs.

Crap, I've been quoted.

After typing that i gave thought to Magical Critical Hit Rate, then remembered the Quick Draw testing and decided it was probably true for Elemental Weaponskills.

Chances are, It can't, even if it could, It would only be about 10 more MAB, You'd be better off gearing yourself for consistency than gambling on a small MAB boost to Elemental WS, Yes?

Since Magical Critical hit rate doesn't boost nukes like Critical hits boost Melee attacks, its generally (unless its changed?) not looked highly upon to have a Magical Critical hit build.

preface: This is a Randomer thread issue, for the love of god people use those freaking threads, they're easily the single best FFXI-related resource BG has ever possessed.

That said: fwiw, I tested the death out of the M.Crit strap with Leaden Salute and never saw a single proc. However I quit XI right before the first level cap-raising update, and have not kept up with XI-related news since, so I cannot speak for any mechanics changes that may or may not have happened since.
