I'm assuming you mean Portland OR? Since no one moves to Maine on purpose. I loved Portland when I lived there. It had all the progressiveness of a northern town but people will say hello to you on the street.
San Francisco is beautiful as well, my huge complaint is that everyone seems to have an angle/issue/'thing'. I couldn't have a five minute conversation with anyone without being told about their food allergies or why they have to have special considerations for something or the other.

you'll like san fran if you like walking and public transportation, its a pedestrian dominated city, so you cant really get around quickly in a car because traffic is unbelievably slow. city buses get their own lane.
hypothetically, in a day to day scenario, if you were looking for a place to eat and decided to walk in one direction, the kind of stores you would see are: liquor store, "massage" parlour, grocery store, liquor store, restauarant of some kind, "massage" parlor, burger place, and so on. but with 7 square miles and pop. in the millions the place is so compact and tiny that getting around can be easy as long as you have a gps of some kind, otherwise youre fucked for getting to a specific location until youve learned the city and the general location of everything.
there are 7 or so residential districts where most housing is, i cant remember the names of any of them off the top of my head anymore, but 6 of them are within the city and the last is on mainland and is considered more ritzy

Really depends on your budget to be completely honest. I live just outside of San Fran, on the beach (Pacifica ftw). Frisco's the shit, lots of food..shopping centers and hella stuff to get yourself into. Giants stadium, catch a 49ers game(even though they suck, I'm going to go to the NE game though fuck yea!). It's a little expensive, compared to other less populated areas. I'll warn you ahead of time, lots of Asians, lots of gays, lots of vegans/health freaks but overall a decent community.
