I noticed that off weapons would still deal around 10% of their normal damage on Jailer of Temperance today. I tried on MNK and THF and was fighting naked just to make sure it wasn't some odd hidden effect, could still always do damage. It seems that they changed it at some point or that I've overlooked something.
