I know it's legal in japan but I wouldn't risk it here. Laws have gone back and forth but pretty sure right now it's still illegal. Here's some affirmation for 2008 that drawings count

Ah but would you really call it legal if there if there are laws on the books against it and people are being charged with it? I mean eventually it might get struck down or you wont be convicted or win an appeal but to the person going thru that it's not much comfort still pretty fucked and it's hard to say the law permits it at this point. Probably best to play it safe till it gets sorted out
