Even though he shared the image today via Twitter, he seems to not know what it is. Kojima says that he found the image at the desk of a Mr. Omori (presumably designer Takahiro Omori).
Kojima has actually be going around the Kojima Productions office sharing pics from the various desks, so it's possible that he may have just found some doodles.

I am reminded that Konami is at GamesCom this week. So by Wednesday we'll know for sure if Konami is doing anything with Z.O.E., be it a 3DS title, another Visual Novel or if Kojima is pulling a Yoshinori Ono like a boss.

I didn't realise a thread got made here, I posted and raged over at the GamesCon thread.
I am currently speculating that if it's on the 3DS it is a remake of the first game due to the toy/model Jehuty on display that is using the original (first) game's colours instead of ZOE2's. Check out the gamescon thread for more indepth detail (end of page 3) if you want to see how I reached this speculation.

This game would be godlike in 3D.
I do kinda hope they release an HD collection version though because if any series deserves it, it's definitely this one.
