On the evening of June 26, an Internet user made a post titled <Too fake: the propaganda photo for our county> at the Tianya Forum. "I had nothing to do today so I visited the website for our county government. The headline story was about the upgrade for the road to the countryside. I looked at the photo and I almost coughed out half a liter of blood! Even a rank amateur like myself can tell that this was a PhotoShop job, and they had the nerve to put this on the home page!" The post included a screen capture of a photo, in which three men were "floating" over a road. There were clear indications that this was a composite job. According to the caption: "County mayor Li Ningyi and vice-mayor Tang Xiaobing are inspecting the newly constructed country road at Lihong Town." This post drew plenty of readers, and the Huili County Government website was even down for a while because of the heavy traffic volume.

On the afternoon of June 27, our reader interviewed the Huili County Government publicity department director Zhang Yongzhi. According to Zhang, several county leaders went out to inspect the road. An accompanying worker took some photos for the record. But when it came to posting onto the website, the worker decided that "the background of the original photo did not look very good" so a decision was made to crop the leaders onto a different background. The Huili County Government has removed all relevant information and reprimanded the worker who handled the photo. The Huili County Government issued an apology at the Tianya Forum and the Sina.com Weibo.

Despite what appeared to be clear photographic evidence published earlier this month on a Chinese government Web site, China has admitted that, in fact, its officials cannot levitate.
As Peter Walker explained in The Guardian, the possibility that officials in China’s Huili county, a rural part of Sichuan Province, might have special powers was raised by the publication of this photograph, showing local leaders inspecting a new patch of road:

According to a post on the blog EastSouthWestNorth, after the image of the apparently hovering officials was published online, a Huili resident drew attention to it in a post on a Web forum headlined, “Too fake.” The unnamed Chinese “netizen” explained:

I had nothing to do today so I visited the Web site for our county government. The headline story was about the upgrade for the road to the countryside. I looked at the photo and I almost coughed out half a liter of blood! Even a rank amateur like myself can tell that this was a Photoshop job, and they had the nerve to put this on the home page!

That reader’s post drove so much traffic to the county’s Web site that the site was knocked offline for a while. The next day, the site was restored, but the poorly doctored photograph was gone.

Huili officials then took to a Chinese microblogging site, Weibo, where they posted an apology. They also explained that the altered image was the work of a government photographer who thought that none of his pictures did justice to the scene, and so took it upon himself to improve on nature by combining parts of three photographs to create the new image that captured the attention of the nation.

China Daily, an official English-language newspaper, reported that the officials acknowledged the “error” and said, “The county government understands the wide attention, and hope to apologize for and clarify the matter.”

Before the image of the floating officials was removed from the rural county’s Web site, however, it was copied and altered by dozens of bloggers, who inserted the three men into a wide variety of backdrops — including the moon landing, the World Cup final, a popular video game and several compromising scenes.

Wasn't that Iran? I think China did something like this a few years back with pigeons and lots of other stuff, apparently. I think someone posted in a RIT with a lot of that stuff.

North Korea sucks at photoshop too...

N.Korea Accused of Doctoring Flood Photo

North Korea's KCNA news agency stands accused of digitally altering a photo distributed last Saturday to exaggerate flood damage in the Stalinist country following record summer rains. "The content of this image has been digitally altered and does not accurately reflect the scene," the Associated Press said in a correction distancing itself from the picture.

Under a memorandum of understanding of June 29, AP will become the first western news agency to open a bureau in Pyongyang.

The photo in question was allegedly taken by KCNA last Friday and supplied to AP the following day. It shows seven people apparently wading along a flooded road near the Taedong River.

But Lee Yong-hwan, a professor of photography at Chungang University, said, "The boundary between the trees and the water on the left side is blurry, and there is a pixel spread at the knees of the man carrying his shoes in his hands. There are signs that the photo was altered."

As evidence of photoshopping, the website North Korean Tech cited the way the people’s legs neatly enter the water and the lack of dark water marks on their trousers.

A Unification Ministry official said, "The North seems to be exaggerating flood damage to extract aid from the international community."

KCNA joins the Syrian news agency and a Chinese provincial authority in a roll-call of recent botched attempts to photoshop official pictures.
