52 - Medi-Cal funding stuff, involves federal matching and a temporary thing becoming permanent.

53 - Would require a state vote for projects involving bonds in excess of $2 Billion

54 - Basically, CA Legislature Internet C-Span, with a 3 day hold on bills for the citizenry to eyeball it before proceeding.

55 - 12 year extension of a 2012 income tax targeted at $250k+ incomes. Funds go to schools and healthcare.

56 - $2/pack tax increase on cigarettes. Funds go to healthcare.

57 - Nonviolent felon parole, sentence reduction, judge discretion on prosecuting juveniles as adults.

58 - How exactly to go about the process of teaching to students that don't have English proficiency.

59 - Essentially a plebiscite on Citizens United. As California has already passed a call for an Article V constitutional convention, it doesn't do anything besides show "Hey, we still give a shit about this."

60 - Statewide requirement on condom use in porn.

61 - State wouldn't be allowed to buy prescription drugs if, the price exceeded, the lowest price paid by Department of Veteran Affairs.

Measure-M: Issue $889m in bonds and raised taxes to repair and upgrade Capistrano school district schools.

San Diego County
Measure A: San Diego County road repair, transit, traffic relief, safety and water quality measure.
40 year half-cent local sales tax to fund basic road repair, public transit and water pollution prevention.

Measure B: Ordinance amending the county general plan, county zoning map and county code, and adopting the Lilac Hills Ranch specific plan.
Amends general county zoning plan to allow for a specific new housing development (1,746 houses + commercial centers + parks/trails)

However, it's for and against sections are generally near useless, more often scare tactic shouting than anything useful.
The sections from the Legislative Analyst are generally useful, however can occasionally be missing some relevant facts due to having their hands tied to being strictly neutral.

54 - Basically, CA Legislature Internet C-Span, with a 3 day hold on bills for the citizenry to eyeball it before proceeding.

Vote no on this. The CA codes are ALREADY a mess because schmucks in the state senate and assembly just write random ass bills to make it look like they do something productive and are "fighting" for you. This will just create more perverse incentives for legislator showboating. Proposed legislation is already thoroughly vetted by the Governor's office by multiple departments and agencies internally, and multiple public interest monitors.

Even when a bill addresses needs, senate/assembly staff write their proposed code in the most obnoxious way possible by creating new chapters or articles so that they can be titled "The ____ Act." I have previously had proposed five page bills come across my desk for analysis where the entire five pages could literally be handled by adding a small one line subclause to existing code.

(BTW there's also an annoying protectionism of small business and every bill has to get analyzed for its impact on small business no matter how remote possible impact could be)

City of San Diego:

Measure C: Downtown stadium intiative.

Increases hotel room tax from 10.5% to 16.5% and removes existing 2% room tax for tourism marketing to fund a $1.8 billion stadium/convention center annex downtown. Basic breakdown of costs: Stadium $650 million (private), land aquisition $200 million (public), convention center $600 million (public), joint use portion $350 million (public).

Measure D: Facilities and tourism tax initiative.

Increases hotel room tax from 10.5% to 15.5% and removes existing 2% room tax for tourism marketing. Channels funds for downtown convention center, but specifically not a contiguous expansion to the current convention center. Creates overlay zone for convention center and sports facilities and allows for current stadium property's sale for education/park use. Honestly the whole things is a bit convoluted in its goals and impact.

Measure F: Charter Amendment regarding required term of service for certain terminations or suspensions of deputy city attorneys.

Measure G: Charter Amendments regarding the citizen's review board on police practices.

Measure H: Charter Amendments regarding purchasing and contracting processes for the city of San Diego.

Measure I: Charter Amendment regarding Balboa Park and San Diego High School.

Measure J: Charter Amendment regarding use of lease revenue from mission bay park.

Measure K: Charter Amendment requiring run-off election for the offices of mayor, city attorney and council member.

Measure L: Charter Amendment requiring citizen's initiative and referendum measures to be placed on November general election ballots, unless the council decides to submit them to voters earlier.

Measure M: Affordable housing: increasing the limit on the number of units the city and certain public agencies are allowed to help develop.

Measure N: Non-medical cannabis business tax.

Establishes a gross receipts tax on pot businesses in the city if Prop 64 is approved.

not sure i'd agree with yet more taxes for orange county. as it is the cost of living is incredibly high, with the jobs here tending to trend toward the low end of the payroll. you pretty much need a bachelors to get anywhere approaching a living wage here. maybe if the taxes were the type that only affected the wealthy, it would be fine, but if its another sales tax increase, for instance, when its already 8%...
