No, to both.
If he wants to not put forth effort, then yes, he could do it cheap. If he wants to be an asset to the party other than refresh/attack/etc, then no.
Just like one can level bard naked with only 1 instrument, it's doable, and he will get invites, but probably not many repeat invites.
He does want to put forth effort, but he doesn't have the gil to back it up really. His highest job is BLM72, which we got him last night, and after that is like RDM39 lol.
Which is why I was trying to find a way to help him level COR without spending too much gil.
Buy bronze bullets, skill up on worms when you're not in a party. Chances are, you're going to go a long period where all your skills will be capped, then all of a sudden you're going to be in a party that is actually your level (or close to it) and you're gonna gimp it up. If you have an alternate account or friend to silence the worms, you'll never have to run out of range of Stonega's and even if you don't, they usually aren't too bad.
When he's not leveling he should be fishing and crafting. Leveling COR without some gil to at least play it decently makes me die on the inside. It's such a fun job, and forcing yourself to push to 75 with no cards/bullets/melee gear will make you hate an otherwise super fun job.
Cost me a LOT of gil to level to 75 (the right way) and it was the most fun exp I've ever had in FFXI.
Although im sure a lot of people with disagree with me on this, with i would RATHER have a COR/WHM in my party acting like a bard rather then a DD COR. Yes i know COR can DD and if you can do your job while still DDing then go for it, but to me /WHM is a better sub for party situations.
I would be just as happy to see a COR/WHM not shoot a single bullet as i would to see a COR/RNG or w/e sub firing off some bullets. COR should not make or break our party with its own DD, thats what their roles do!
you must party with some crappy cor's, a good cor will not TP with bullets, you use those for WS only, and barrage if /rng. Slugshot will out damage most DD's in the game on birds(even if you just load up on RACC for WS), and joyeuse will get your cor tp as fast as a good thief (with a decent haste/acc build)
/whm is pretty useless, you get about 200-300 mp max, and CureIII/CuragaII, in a merit party there is nothing to -na, or erase, any good healer can take care of a merit party on their own without evokers roll or healers roll (yes even whm's) and your just going to get in their way curing someone they were allready casting on, etc. and either yours or their mp will be wasted
if you absolutely need a back up healer in merits, and you have a cor and a brd, have the brd sub WHM, not the cor, the cor can sub nin, grab their peacemaker, and pull better then the bard while keeping 4 rolls on party, and the bard should have better /whm gear and more experiance back up healing
I dont think I explained the situation as well as I could have... He's not dirt poor or anything like that, but he's not rich. Obviously he could level without using bullets, either melee DD as /NIN or pure support as /WHM, but our goal is for him to not be all that behind in marksmanship when he gets to 75. I think I was able to level cor rather cheaply because I had an M-kris waiting for me (so I only needed to 'shoot' to skill up). Shooting for TP once you hit a certain level (without kris/toy) is likely the best dot the COR can do.

No. Corsair can only Light Shot once every 50 seconds, fully merited. That's a huge limitation compared to Lullaby every 24 seconds, completely ignoring Haste and Horde (where applicable).
Edit: Bard is far superior at pulling.

any puller that sleeps EVERY pull, is a worthless puller, you should have the mob reaching you right when the prior mob dies (normally done by pulling when the current mob is @33% or lower) shadows will let you hold the mob for a long enough time to almost never need Light Shot unless you link.
this goes the same for Brd.
does he have a thf or rng war drk high level? can level marksmanship faster off a speed xbow and level 1 bolts a lot faster then a gun.

im used to 24-30k/hour, and i always get chain 100+ when i exp as cor/war or cor/nin.
you dont need to pull constantly, you need to fight constantly. there is a world of difference

If you were smart, you would have lied about getting that on Birds and Wivres, since they have a higher experience points cap from number of possible pulls.
