Ongoing framerate issue pre-patch, because of processor?

Hi, i've lurked the forums for a while and when everyone recently started having issues and saying that they're only getting 4-9 fps, I was puzzled, as this has been my framerate for a very longtime. Ill start with my PC specs, and can anyone tell me if this is normal for my setup or if something is wrong, as I don't notice performance issues much with other programs.

Pentium 4 3.0 GHZ
Nvidia Geforce fx 5700le 256 mb
2 GB DDR ram

I also use a 27" 720p LCD as my monitor, with game resolution set to 1360x768, same as my desktop resolution.

framerate with and without character models on screen?

In a packed area 4-9fps on a p4 can be normal depending on alot of other stuff.

Although way back in the day I played ffxi on a 2.6 p4 and it worked awesome.

I don't think that card has been tested with FFXI. I may be wrong though.

What OS are you running?

imma bet he's gonna say vista, cause i get the same kinda thing on my laptop

nvidia 8600M GT
3GB ram
vista ultimate
