wearing of fire obi doesn't let you gain resistance against water spells.

You mean Blizzard, but no obis don't allow you to gain resistance against the opposite weaker element spell, but like Suiram said if someone happened to be wearing the Fire Obi on Firesday while casting Blizzard it would reduce the spell by 10% damage 100% of the time.
