    Does seigan have to go before third eye to take effect?

    No, but it does to lower the recast of Third Eye.

    If you use Third Eye without Seigan up, you'll have the 60 second recast. If you use Seigan afterwards, you can still counter/anticipate multiple times but it'll wear off after 30s and you'll have to wait for the full recast.
