I Installed the game on my brand new laptop

And I installed DicrectX 9.0c just now, but keep getting this error

First of all, Windows Vista comes preinstalled with DirectX10, that's not your problem. Your problem is you're using a 64 bit version, CC:TW does not run on 64 bit operating systems.

Newp, nothing you can do but run it on a 32-bit operating system

haven't bothered to look up the specs for WoW, but can this laptop run it?

Yes, WoW is certified to work on 64 bit Vista. Your laptop has more than enough power to run it just fine.
